How to Open Png Files on Windows 10

While TIF files can be opened with "Photos" and "Windows Photo Viewer", JPG and PNG can only be opened with the former, attempting the latter results in an error (image attached). Why is that happening and is there a way to remedy this?

Hi, depends on how you got windows photo viewer, from an upgraded 7/8 machine or a reg mod for a clean version of 10?
If you right click on the JPG file and select "open with" you should be able to select Photo viewer, and put a check in the box to always use this program to open this file type option.
If not you can use a reg modification to make windows photo viewer default for most image files, If the above method does not work post back and I will write a reg mod for you.

Computer came with Windows 10. (current version is 1607.)
If you right click on the JPG file and select "open with" you should be able to select Photo viewer, and put a check in the box to always use this program to open this file type option.
Tried before.

The first thing I'd try is updating to Version 1703 to see if that fixes the issue.
I hope when everyone else is offered 1709 those that are still on 1607 will finally get 1703 (or 1709 directly).
If not you can use a reg modification to make windows photo viewer default for most image files, If the above method does not work post back and I will write a reg mod for you.
I found a workaround fix, and that is to add the G value (image attached) to this key:
HCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.jpg\OpenWithList
It basically tells Windows to treat JPG files like a TIF and open it the same way. Curious what your fix would be.
(And after re-opening the registry the H value appeared by itself, also attached.)

You can update to 1703 now, with very little effort, by using the Update Assistant (Update Now button) on the Microsoft Windows 10 Download Page or following these instructions: Updating Windows 10 using the Windows 10 ISO file.
There have been so many kinks worked out since Version 1607, even with its updates applied, that I would not even think of trying to "solve this issue" until I was on the latest version of Windows 10.

Is there a chance that the reason a system hasn't yet received the 1703 update is because it was deemed by Microsoft as not ready for it yet (as has been the case in April and May for most)?

No. At this point everyone should be on Version 1703 (and I know very well that while most are, plenty are not) as Version 1709 is about to launch. There have been issues with Version roll outs since the start of Windows 10. Microsoft keeps promising that we will end up on twice a year feature update intervals where everyone will have the prior one before the next one starts rolling out.
I'm not holding my breath.
I never advise people to use the Update Assistant or ISO technique early in the roll out cycle for any version, but at this point we're at the end of roll out for 1703 and it's about as stable as it's ever going to get.

The Microsoft Windows 10 Download Page is for v1709, how does one get 1703 at this stage?

It wouldn't matter if you could get the 1703 ISO as it would most likely download the 1709 ISO components as part of the install, it would just take more time that way.
I wouldn't really want 1703 right now if I were doing the ISO update method. You're much better off getting whatever the current version is if you're doing an update using the ISO.

Anything related to downloading or installing Windows 10 from the Microsoft site, as of Tuesday, 10/17/2017, will get you Windows Version 1709.
As soon as the "next version" (and in this case, last Tuesday, that was 1709) goes live that is the only thing that's available.
The Update Assistant is simply a mechanism for updating that does employ the ISO, but downloads it behind the scenes rather than as a standalone file that you can burn to bootable media.

Is it advisable to install v1709 so soon after its release if my computer didn't get it yet? (Back by 1703 people were advised to wait till their computer was deemed appropriate to get the update.)

If you can find a way to obtain 1703, then go for it.
I was very clear about the transition from 1703 to 1709 being imminent in post #8. If you're going to update now it's to 1709. My machine happened to be in the day one cohort for 1709 and it's been working fine. This is the first time I've been a part of the day one update cohort for a major feature update.
